Exit game does not stop it in steam

When I go and exit the game, and it closes. Steam still has the game marked as running.
If I open task manager, the game is not showing there.
If I click stop in steam, it’ll go to stopping, but just sit there.

To resolve this I have to fully exit the steamapp and then start the steamapp again, then I can launch the game again.
