Exiles & Nemesis not spawning in tombs & cemeteries

I have “Graveyard Prisons” node and 3 point in"Warden of the Dead" node in weawer tree, but they not spawning. Is it bug or some changes?
P.S. in tomb they spawning, but in cemeteries not.
