Exiled Mages cant spawn in Echo Starting Zones

I had a few Echos where i had the Rune Prison pretty close to my start point, but when i clicked on it, nothing happened.

My guess is that some mechanic prevents monsters from spawning near my start point (which is good), but also keeps the exiled mage from spawning (which is sad). :frowning:

This is also true for the golden scorpions shrine - if you happen to get one near the spawn point no scorpions will appear.
