Eternal Storm Passive

I have a level 84 avalanche shaman with +1227 freeze rate on avalanche, and I’ve witnessed myself killing frozen enemies with avalanche boulders but have yet to see a totem react to the eternal storm node. Am I missing something or is it not working at the moment?

I have also tried to use eternal storm on my storm totem. Made sure I was killing frozen enemies and not the totem and it has never activated.

Please address.
