The two areas where respec-ing, re-gearing and testing are possible are End of Time and Arena of Champions.
Neither of these has an area level of 100 so stats, such as dodge, block, etc are different when you get into Monos.
One of these should be set to 100. Given EoT is a staging point throughout campaign, I think Arena of Champions might be the better choice.
