Agreed. Filed bug report in game but wanted to come to forums to see if it got any traction.
Same here, just picked that trait and it seems to work exactly once when I change maps (immediatly casting) but then it never recasts.
Another interesting thing is that when in hub/peaceful zones (those where we can`t cast skills) the skill keeps reloading as if it was being used on cooldown (as it should in all other maps as well)

Same issue. This would be a such a great QoL skill if it worked
