That happened yesterday before the patch, not sure if its still in the game. I will try to reproduce it later since I have not seen a mention of it in the patch note.
After using the Soul Bomb the Emperor does this other AOE on the outside only.
If you die right after he begin the animation (most likely due to the Soul Bomb) the second AOE will persist on the next map. For exemple if you start the fight again you will spawn in it. I have seen it through the floor in an arena echo too
