This one has me confused, is it base crit chance or increased crit chance? Its description says increased but the number implies base crit chance since it says Critical Chance: +3%. When compared to other skills they always state either Increased Crit Chance: or Base Critical Strike Chance:.
With that said I wish there was a way to check stats for individual spells in the game, not just the base charachter sheet. I know I can just do the math myself for crit on a spell, but in this case im not 100% sure on how it works.
