I think this node should also affect spectres since the only axe that can take advantage of this node is Tempest Maw https://imgur.com/a/dQS4wT4 which is what Im currently using since lvl 45

for example…Frozen Ire Sceptre Items - Last Epoch Item Database or a high rolled sceptre would also be good.
