(Echo Void Warpath) Passive Rot Ripples

Hello,

i have a question about the passive skill Rot Ripples (6/6 means Time Rot Duration 30%, Time Rot Spread on Kill Chance 100%)

Base Duration is 3s, then increase by 30% does not really matter - am i right?
Time Rot spread on kill 100% - will enemys get e.g 12 stacks if spread or only 1?

I mean is this really a good passive?
Or is for example 6 points spent into Doom Knight (6 Str, 30 Health) or Holy Icon (Necro Res) the better choice?
