I can have 11 skeletons normally, so dread phalanx should allow me 6, but it is only allowing me 5 right now.
wait, scratch that, i figured out the problem… i had lost a bonus skeleton from my chestplate when i swapped it out for one that gave +1 to the skill, and not to the max summons…
