How can i get Fractured Crown?

I dont think you can get the Fractured Crown anymore… The mechanism of Destructive Fracture was removed (disabled) from crafting so while it still exists in the game files I do not think its possible to actually get it.
Who knows what the devs will do in future - maybe it will make a re-appearance in some other way or maybe they will just remove it entirely
