DoT and flat spell damage

Does weapon’s flat adaptive spell damage scales damage over time effects?

No, unless it’s the damage over time from Spirit Plague/Maelstrom/Disintegrate or any other spell that has the DoT tag.

DoTs such as bleed & ignite have their own base damage that’s not affected by gear/passives (since DoTs are ailments, not spells/melee/bow). However DoTs can be scaled by appropriate damage nodes on the applying skill. So if you used Hungering Souls to apply an ignite, that ignite would be affected by the Grave Bond node (x% more damage), but not the Ravenous node (flat added spell damage) or the Great Soul node (% hit damage, since DoTs don’t hit).

The Game Guide (G) should have this.
