Seems like it doesn’t, tested it a little bit and never got mobs to be inflicted by Time Rot. If it’s intended not to work, the wording needs to be changed. The tooltips say “Enemies hit by void rifts…” and “Void Rift hits have a chance…”. Now if those two notables only work when a Void Rift created by Volatile Reversal can trigger them, that should be made clear.
I hope it’s a bug and that it’s intended to work with all Void Rifts. That would make Viod Aegis quite decent, since it not only would have the (rather poor) def buff but also could make mobs take more damage.
No, it’s likely to only come into effect with Volatile Reversal’s void rifts. Very few skills have “passive” effects that affect other skills & they will say. The Spellblade’s Enchant Weapon is an example, as is Firebrand’s Incineration/Illuminating Fire nodes.
