It does. Shred also works, but of course the player has to hit in order to apply shred.
so its useless then becuz how can i hit with my dot skill? does spirit plague hits when you cast it or wut?
Pen doesn’t need a hit, just shred, because shred applies an ailment. Pen is just a universal buff to your character on all skills, so it will work on your build no matter what.
