Just stumbled over these boots. I wonder whether “5% less damage taken while moving” is working because when I put them on and move then no related change is displayed on the character sheet.
Yes, it works. It just reduces incoming damage, so there’s nothing to show on the character screen.
Not to mention that the character screen doesn’t show a few things. It’s in need of an update, which will be coming soon(ish).
When channeling for example some statistics are actually updated dynamically.
There are at least two statistics about lesser damage taken, but none of those change when moving.

It’s probably a character sheet issue.
It shouldn’t be too hard to test. Just get poison/bleed/ignite or something stacks on you that deal around 100 damage, and then start walking and see if the damage reduction applies. Since it’s global reduction, it should also apply to DoTs and there are many ways to autoinflict them on yourself to test.
Either way, whether it doesn’t update or whether it doesn’t reduce, you should file a bug report. Because Titan Heart, for example, does update the character sheet. So one or the other is bugged for the boots.
