No, if a skill (skill A) has it’s own skill tree & is proc’d by another skill (skill B), skill A is only buffed by modifiers on it’s own skill tree unless skill B explicitly states that it buffs proc’d skills (such as Firebrand).
No, skills triggered by other skills will use their own skill spec tree and tags for damage calculation
