If I equip Stygian Caol which has ‘Chance to apply ignite/damned on hit during channelling’ stats, and I start to channel a skill, does this make the Witchfire that ALREADY on enemies (inflicted while I was not channelling) dealing more damage instantly?

Each stack is independent and based on the value of the skill that caused it.
Changing gear won’t change the value of the existing stacks, so, in a way, yes it snapshots.
But what skill (or hit) causes Witchfire? The ‘Ashen One’ node in Warlock’s passives only reads: When you gain ignite or damned overloads, enemies are inflicted with Witchfire.

Any that causes a hit while you’re channeling. Usually that will be the skill that you’re channeling.
The game only cares that you’re channeling. Any hit that happens will have a chance to apply it. If you’re channeling drain life, then it’s drain life that applies them. If you’re channeling wandering spirits, then it’s wandering spirits that apply them.
If you have a way to apply a hit with an instant cast spell while channeling (because those don’t interrupt the channeling), then it would be that skill that would apply them.
It will not. Once a stack is applied, it has a fixed damage value that won’t change until it expires.
What he’s trying to say is that any damaging ailments will scale off the ability that you used to apply the ailment. Meaning, it will be affected by damaging modifiers from the skill tree, and attribute scaling of the skill that applied it.
So, in this case, you have a chance of applying the ailments on hit just for channeling anything, then, if you have more ways of hitting enemies while channeling, each stack will have their individual scaling, according to the skill that applied it.
All dots can stack, but in this case, 1 stack is the maximum.
So, when the maximum number of stacks of any ailment is reached and you add more stacks, the game will replace the oldest one for the newest applied.
