Do minion summons count as spellcast?

Does summoning a minion count as a spell cast? For example, if I have the Veins of Malice passive which procs on casting a spell, and I cast Summon Volatile Zombie, will that proc the passive?

It doesn’t trigger Bleeding Heart’s “when you cast a spell”-effect, so I would say, no.
Summon Minion Skills don’t have the spell tag, either.
