Do Arcane Blast Tendrils hit the boss?

Tooltip says the tendrils “chain out to nearby targets”. Would a lone target also be considered “nearby”?

I’m liking the lightning res penetration from Piercing Thunder.

They used to all be able to chain to a single target but I think they fixed that so I’d assume that 1 tendril would be able to hit a single target.

So the arrow hits the target and then 1 tendril hits the same target?

Yes, possibly more tendrils if they didn’t fix it.

Edit: sorry, the arrow hits the target, then the explosion then the tendrils.
