Display child windows above parent window

Can we have newer/child windows show above older/parent ones? Or at least for this case:

e.g. I’m hovering over Mana Storm here but when I press “Alt”, the Mana Arc window appears behind the Mana Storm one and I’m unable to read parts of Mana Arc.
