Dialogue auto skipping

I’m currently doing act 10 and I’m wanting to read the dialogue of the NPCs but a few of them having been skipping their speech, it happened with the observer, the crab north of the observer, and Skarven Bloodhorn so far. I tried click with a gamepad and a mouse and regardless of it only being one click it skipped dialogue.Skarven Bloodhorn Example

The dialogue skipping does correct itself on relaunching the game, but still inconvenient.
