Can somebody explain why one wand does more critical damage on average than the other?
Do you have the Shattershock node in Lightning Blast? The exalted wand doesn’t have any chill chance on it so Lightning Blast with that weapon is missing out on the second part of the bonus damage from the node (between 12% & 36% more damage).

Yup, it’s useful for that node specifically and as a general defensive layer due to it reducing the affected mobs’ movement, attack & cast speed.
