Are there any plans for cosmetics to be usable by offline characters? Particularly capes, portals, and pets.

Not at the moment, no & unless they could solve the authentication issues inherent in a proper offline game (ie, no logins at all) then its unlikely.
It foes get asked about from time to time & the official answer is no. Most likely due to authentication.
