Does CD apply to everything that has CD in items and passives? For example, Druid’s Hunter’s Restoration has 3s CD. Does CD modifier help?
Many skills have CD mods too. I hope they all work?
No, it only applies to things that go on your skill bar, not subskills (ie, procs) unless otherwise specified or things from items or passives.
