Converts XX chance from ALL sources to XX chance

Hello!
So on some skills we have nodes that converts XX chance from all sources to XX chance.
For example “PUNCTURE” skill has the node “SCALEBANE” that reads:
“Converts bleed chance from all sources to poison chance.
Converts physical resistance shred from all sources to poison resistance shred.”

Does this mean global chance or local (sources within the skill) chance?
If i pick the above node “SCALEBANE”, would that also affect bleed chance from for example “HAIL OF ARROWS”?

Both, but it only affects Puncture.

No.

Scalebane & Sanguine Obsession convert all poison/bleed but the effect is local to Puncture.

I guess its the same for the other way around then.
“HAIL OF ARROWS” node “ACID RAIN” also only apply to the skills itself, and not to for example “PUNCTURE”?
