Furthermore, the controller input doesn’t work either. You are left with no choice but to close the game. I have gotten the game to work very very briefly with my controller: If I use only mouse and keyboard until I have loaded ingame, I can briefly control my character with my controller. As soon as the game gets any kind of mouse movement, INCLUDING from the simulated mouse with right thumbstick, the controls are now locked up and I cannot do anything, neither with m/kb nor controller. The only input the game accepts is zooming the camera in and out with my dpad. As far as I can tell, navigating menus with controller doesn’t work. If I try to use my controller before I have loaded into a map everything gets locked and I have to close the game.

This seems to be a similar bug, however the suggestion in the comments of pressing Enter to access chat doesn’t fix it. I’m playing in full offline mode, so I don’t know if that is related or not.
It’s been like a year, but from what I remember the game previously did NOT disable your mouse/keyboard after controller input and you could play the game alternating between the two freely as your needs dictated. I’m not sure if this is a bug or just a really poorly thought out change.
I don’t think it matters, but I’m using x360ce ( Releases · x360ce/x360ce · GitHub ) to emulate an XBox360 controller with my PS2 controller via USB adapter. I have played countless games on this setup with zero issues but I am mentioning it anyway for transparency’s sake.
Edit: As an experiment, this time I was careful not to touch my right thumbstick or mouse. After killing the third or fourth enemy my character began running right and got stuck doing this, once again completely locked out of any kind of input besides camera zoom. So I’m not sure what gets you locked into this state, all I can say is controller support seems very broken right now.
