"Connecting" overlay does not disappear, can't interact with much

When selecting a character, the “Connecting” overlay does not disappear
Unable to select a waypoint or any items other than a few hotkeys to bring up menus under the overlay.

Restarting, reinstalling, exiting and rejoining have no impact.

I’ve had the same problem for the past couple of days. Have to wait about 10 minutes in town for the overlay to disappear.
