The boss never spawned. I entered the Echo but i was alone

A known issue (with many people having reported it), I think you will have to wait for them to patch it.
In the mean time, you can do the Black Sun monolith & progress up that way.
You mean no one can complete the level62 Echo ?

It would appear not, though you can at least go via the lvl 68 monolith & carry on up the monolith that way. I’m sure they’re working on it asap.
