Circle of Fortune - more items need to drop with CoF tag

Im having a really weird issue with my Circle of Fortune.

Im trying to farm up a unique sceptre, and i was planning to use Circle of Fortune’s “chance to not use up Rune of Ascendance” perk to help me with it. The problem is, very very few items seem to drop with this tag.

For reference, i now have 17 (yes, 17) runes of Ascendance. Do you know how many scepters with CoF tag i found (rank 6 with faction)? 2. I have quite literally found 8 times more runes than bases to use them on - which makes “chance to not use up Rune when used on CoF base” perk somewhat… useless.

I see two solutions to this

First, and most intuitive, just to make more items drop with CoF tag. I suspect that prophecy rewards are not CoF tagged (i completed multiple exalted scepter prophecies yet none of the scepters had CoF tag), but even without that, id rather see some more tagged items.

Alternatively simply change how this perk works, so that instead of requiring a CoF item as a base it now makes any items you use Runes of Ascendance on CoF tagged. This would serve same purpose as now (ensuring only CoF people benefit from this perk) while making it drastically less annoying to work with.

I actually think this is a BUG

as in the first tier should result in 26%(1-(1/1.35)) of the loot to gain a t1 CoF mark on them(as when the first tier procs the loot it generates should be CoF loot)

Given that I NEVER see T1 CoF items, I think that either the first tier isn’t triggering at all, or it isn’t applying the mark when it should.
