Yep its always been there. its a unique base only found there.
Why? Easter egg I presume, but yeah you can find it every time if you go to that location in the farm area. been there since I started playing in 2021 or something

Always in the same spot in Refuge Outskirts.
Not sure it appears ALL the time, but very very often.
It’s been there on every single alt I’ve run through (~70 odd).

I think I just took the left turn too early then all those times. 
That would be my guess. 
I like to pick it up first thing on that level and pop a rune of discovery on it. It’s free. 
Not having min maxed 8% implicit silver rings that you have crafted for perfect use at levels 1, 10, and 20? for each archetype?

I generally just play with whatever I find. I don’t start checking stash saved stuff until around the Oracle’s Abode. Although given legendries are no longer going to jack up the level of uniques now I may craft some for future when full release happens.
I like to grab that ring if nothing else has dropped at that point. Of course this was all BEFORE this new update of Chapter 1. So it might very well be moot at this point, no idea.
