Can't spent points - Spirit plague skill

Hi.
While leveling necro i had a point i could spend in spirit plague skill.
what went wrong u can see in the link i added.
The 0/5 changed to what u see in the picture and i can’t spent point in this skill. which is pretty bad. i logout and tried again but it didn’t changed.
