Can't Speak with Yulia to Progress Quest

*In the quest “Liath and Thetima” My next quest step is to “Speak with Yulia in Thetima” When I go to Thetima Julia has a normal text box above her instead of a question mark and speaking with her does not progress me further in the quest.

In-game character is lvl 53 offline marksman named Spaffy
