Can’t talk to the npc Keeper Guard to progress the quest, clicking on them does nothing. Closing my game didn’t fix it.

Me neither. Did you find a solution? I’m guessing this may be due to poor connection, but it’s been happening since yesterday. I’ve tried returning to previous zones and everything, but I can’t talk to the NPC.
WALK back towards the previous zone. Keeper Balthas gets stuck sometimes in terrain. He’s supposed to be following you. Once you’ve grabbed him, walk back to the keeper guard with him following you.
