Can't Complete "A Long Detour"

I have made it to the council chambers and beyond and I still have “A Long Detour” as not completed in my journal. It says I have to go somewhere, but it looks like I can no longer back-track to the area for the quest.

Thanks for the report, we’ll address this in a future update.

I see that this was fixed in the latest update. Is there a way for me to complete it, or should I just ignore the quest?

I’m not certain if the fix will work for characters that are already experiencing the issue. Try talking to Elder Gaspar in the Council Chambers.

I started playing again today after getting a new comp and everything getting wiped. Made a new character, and I have this problem. I got to End of Time while still having this quest, and cannot progress further. I’ve backtracked and talked to the guy dying on the floor with the dog, and that triggered a response I missed earlier, however it did not make Elder Gaspar finish my quest. Still stuck.
