Can't Alt Tab Out of Game

When I attempt to alt + tab (Both from Windowed Fullscreen and Exclusive Fullscreen) the UI from Windows 10 pops up showing me what I can alt tab to, but when I let go instead of changing focus it stays in on the game.

I have tried this from both the Steam client and Standalone and it happens the same from both. Here is my DxDiag file if you need it:
