When playing on a controller, toggling arcane ascendance does NOT stop the character until you cast a spell. One you cast a spell, you cannot aim.
I have tested keyboard and mouse in the same session, and it works as expected. I’ve also tested in multiple sessions. It’s very easy to reproduce.
I played quite a bit more with it and have a few more details.
It’s not casting a spell that roots you in place, it’s any time you stop moving. Moving with mouse and right clicking to activate it does not allow you to keep moving.
