Cannot remap Y button to skill 3 instead of minion attack

Using the change input keys on settings I am unable to swap RT Shoulder and Y so that use ability 3 goes to y and minion attack command is on RT Shoulder. When trying to map Use Ability 3 to Y, I get the error “Y is already in use and cannot be replaced.” It does not change behavior if i remap the minion command (or even remove its bind) prior to attempting to reassign Use Ability 3.
