Currently when I go to the Lower District to find Elder Pannion in the ‘Saving Last Refuge’ Quest, Elder Pannion isn’t spawning. I can clearly see the Questmarker on the Minimap but once I’m at the bonfire where he should be standing, nothing is there.
I also already re-installed the game but it didn’t change anything.

Edit: He suddenly appeared. I just stood there and waited but I was there multiple times before and everytime I waited way longer than this time. You may close this Bugticket but maybe you should still look into this.
