Can the Abyssal Orb itself echo, and can its pulsing damage echo?
No, just the skill that you cast (Devouring Orb) echoes (since the chance is rolled when you cast it).
So, could two devouring orbs be cast if echo procs?
Yes, if you cast a Devouring Orb & that echoes then you get a second one for free & the echo’d one will behave the same as the “normal” one (though if you have any % increased echo damage affixes then the echo’d one would do more damage).
