It procs on melee hits only, and maybe that was the intention since it is a part of Enchant Weapon. However the description just says “hitting ignited enemies” it doesn’t say “hitting ignited enemies with a melee attack”. Conflagrate works on ignites applied by spells though, so it’s not like every node in the tree cares about melee.
