Bugged NPC in Imperial Welryn

Hi all,

Pretty sure I’m getting a bug in Imperial Welryn with an NPC I remember being the Outcast Prisoner? I cleared the map fully and am still unable to interact with her.

I know I did this in single player so not sure if I’m doing something wrong now or if it’s actually bugged. Figured I’d bring it here.
