What went wrong?
Was previously at the part of Saving Last Refuge where you go to the lower threshold and slay Elder Pannion. Prior to doing that I jumped on co-op with a buddy of mine, who was apparently a few steps further in the quest, and returned the shard from Elder Pannion earlier in the session.
I decided to play my character today, figuring it would start where I left off quest-wise (and initially it did). I went to the Elder Pannion’s room past the armory, fought and beat him, grabbed his shard. Jumped into the portal to go back to the Council. I went to give it to Elder Gaspar and he only says what it’s in the above screenshot, so the main quest is borked and I’m stuck (though if you look it has the next step in the quest queued from my pal’s session, so maybe there’s a squdge there? Thanks y’all!
