It takes u up to getting ur mastery class for you to get multishot on a skill, without it costing a lot of mana. The first skills u get and points are mostly for single target situations, and for fighting multiple enemies, u have to use skills which aren’t bow related, like shuriken and the acid flask, worst of all u can even level up as a melee character until u get to marksman which is terrible. A lot of people don’t mind leveling as not quite what they intent to play latter in the game, and that’s ok but a lot of people don’t like that. It feels like leveling as a big war hammer character only to switch to spellcasting, it’s thematically inconsistent. As I said, a lot of people don’t care, but a lot do, like me. I feel terrible having to use a skill that doesn’t fit my intended architype, until I can get access to a usable skill of that architype. My suggestion is to change the rogue starting skill so that when using a bow u can allocate a skill point earlier that makes the 3 arrows spread in succession like shurikens, so u can get better clear until u can get proper multishot and unspec latter to maybe use it as ur actual single target skill. Anyway this is my suggestion. I tried to play as a bow character, but I hated it, cause I didn’t feel like an even decent bow user until I got access to multishot from flurry which costed 15 mana, that way too this much early… Couldn’t even find the motivation to finish chapter two to get to marksman, that’s how bad it felt. IDK, maybe it’s just me but I hope something can be done to improve this.
Puncture combined with bow is great in early and mid game. For both clearing and bossing, you can finish all story easily with that skill, then respec once you get the unique or high level crit base you’re looking for. Cinder Strike works well too, but it will drive your character is a more DA/ignite+ fire damage build. For a league starter, it might not be the best choice.
But generally speaking, Marksman is a difficult state right now, bad base design with meh bow crafting bases, several nerfs and some curious decisions in conception place her in a very cringe spot and most casual players will not be able to play her decently in empowered monos. And some more advanced players consider she has fallen behind now.
IIRC, her bow is considered as a 1H weapon, that doesn’t seem to help combined with the meh values of bases she gains access to.
Rework needed, but i’m affraid it won’t come with the next big update.
I hate the bases for most of the bows. They are definitely meh in general.
Bow leveling is the easiest thing in this game and I did it with 0 Bow shards to begin with as I didnt have any as class was new
You find a bow…you craft T5 Flat Fire and T5 Flat physical, keep doing this to each upgraded bow base and thats it you won the game
I dont even remember even leveling a Marksman but apparently I have a level 94 Marksman who uses Detonating Arrow but I seem to remember using Hail of Arrows and just one shotting everything with Elemental Arrows buff to lvl 100 monoliths

As @Leandrys said, before getting to mastery i can also recommend Bleed Puncture with one point into the frenzy node and the upper two bleed nodes.
Cinder Strike you can either go ignite or additional base dmg+aoe in skilltree. I prefer Puncture, the early bleed dmg and pierce ability makes it a strong leveling skill.
Bow damage is all about the flat + damage boosts. I am like
in that it was so uneventful. Use Hail of Arrows and if you find one of the unique bows and quivers you are set. There is not a whole lot to it.
Cinder Strike (level 10 if I remember well) is a very nice leveling skill with good AoE. It can easily bring you to mastery or even through the whole campaign.

I went in blind in Q1 this year after they reworked the stash tabs and all my legacy items (5-6 tabs of uniques, sets,leveling gear,etc) got deleted (known issue).
Tried fully bow character with quiver in offhand and my dps was very low in comparison to every other character played. Assuming the base damage or added dmg multiplier being lower for most of the Rogues ranged attacks.
Had mainly mana issues or a hard time doing AOE damage. Also mutishot triggered by flurry didt not worked as expected so i abandoned the class early and rerolled as shuriken build.
And that was a day and night difference in terms of QoL and damage, especially if specced into the rotating shuriken wheel and dot damage. Monsters and bosses got shredded with hardly any gear due to Last Epochs special treatment of dots.
I think this is the underlying reason for your unhappiness playing the class…
What I have realised playing LE is that you are better served by trying to play the classes in the way that LE intends rather than trying to force a preconcieved idea of a build on the game - especially during the campaign stages.
Starting the game intending to build a character like your favourite style in D3 or Grimdawn or even the older argps is definitely going to make you disillusioned - not because you cannot, but because LE has its own flavour that you need to get used to before trying to mold something into your preferred character.
After almost 1000h, I can tell you from experience that its MUCH better to do this later in the end-game stage with Arena and Monolith of Fate… by then you have reached a level where most skills are available, respec’ing is quick, gear hunting generally successful… this is when I have found its the best time to build that ideal that you have had in your mind…
And to be honest, if you just play the campaign stage with ANY class with a simple rule - “kill them faster than they can kill me with whatever I have” - it really is easy and quick to complete…

Thank you for the reply. I do get ur point, ur right that LE is different in that sense, and i should get use to it. But i do honestly enjoy the campaign vastly more, when i can play as a weaker version of my final character from the start, or at least not take a while to, specially when the problem isn’t about using different skills, but an entirely different architype as whole. Leveling exclusively with bow skills from 0 to marksman sucks, and that’s the problem. I think there should be the option to play as a bow character from lvl 1 without having to… not play as a bow character in order to get to be a bow character without massive pains in the bun… I’m ok with leveling with a different main skill than my final one, but i’m not ok leveling as a different architype, just cause u can’t get the base bow architype without the mastery class to actually feel good. At least for clearing multiple enemies. My suggestion was to make a skill point which makes flurry spread like shurikens, that would fix it for me and people like me.
I am just levelling a maksman (started with Flurry then Cinder Strike and now Detonating Arrow) and I’ve been having 0 problems. Everything dies very quickly. You just need to level up properly and know how to gear up your marksman. Maybe that still requires some game mechanics knowledge. Cinder Strike is a great skill. Just use %Fire damage / %Elemental damage (elemental is even better when you transition to Detonating arrow which is Lightning dmg) on items, Flat Fire Damage and Bow Attack speed on weapon and quiver.
