Bone Curse's mana drain is not affected by Mana Efficiency?

I find it very weird and counterintuitive that the Mana Drain caused by Bone Curse’s node Signet of Agony is not affected by Mana Efficiency especially the Mana Efficiency from Bone Curse’s node Cultist’s Fervor.

Either it needs clarification, that this is not the case and was design intent, or this needs fixing.
