Boardman's Plank (Set Item) not summoning a Storm Totem

Hi, the set item Boardman’s Plank has an effect that reads:

21% Chance to summon a Storm Totem on hit with Tempest Strike:
This effect is not working, I hit the enemy dummy for like 15 minutes with Tempest Strike and Storm Totem was never summoned.

The rest of the effects do seem to work properly.
