This has been reported several times over the last couple years.
Boardman’s Plank reads:
% Chance to summon a Storm Totem on hit with Tempest Strike
It never procs. Not ever.
Looking forward to the day this shows up in the patch notes as fixed.
Hopefully this is fixed by the next cycle.
