Blocking all 3 procs on Tempest Strike does not work

Taking Mute Earth, Deadwind, and Grounded should result in having “Cannot Proc” for all 3 Tempest Strike procs.

However, it appears that it re-enables at least Lightning Strike. Unsure if others are enabled as well since I’m not too familiar with the visuals.

My intention was to block all 3 procs in order to use Unspent Power as a mana generator, but due to this issue many attacks do not generate the extra 20 mana.

This is intentional. The tooltip for Grounded (bottom right node which disables Lightning Strike) specifies it has no effect if Northern Winds and Earth Spikes are disabled.
