Block chance and cooldown

Hello everyone, new player is here)
I can’t find the information about a maximum block chance and block cooldown…Can anyone help me with this case?

I have not yet found a block cap, but it’s possible to reach at least ~90% block chance permanently and if there is no cap then >100% temporarily.
There is no cooldown on blocking an attack. Unlike a lot of other games handle blocking, Last Epoch adds your block armor and block protection onto your regular armor on protection when blocking. This mechanic does not necessarily require a cooldown
