I am level 54 and Bazaar isn’t open yet. and I cant find the MG person in keeper’s.
For your first character, you can only unlock the faction once you reach Maj’elka in act 9. Once you do, leave to the northeast and you’ll get to a zone where you can enter the bazaar and join them.
